Beginning from this month, I will try to be with you and inform you about digital signa­ture, mobile digital signature developments
to the best of my ability. I would be glad if you ask what you want to learn about this subject through my e-mail address given below in order to conduct the conversation more efficiently.

Once one’s life passes through his/her eyes like a film strip, he/she can easily realize how fast the deve­lopments occur in the information sector and how they affect our lives. As I remember, I joined the qu­eue at the post office and then got the line put thro­ugh while I was staying at the dormitory in high school years. Of course, there were not any cordless phones with keypads, there were so big telephones that could be spinned by arm power and you could just call post offices by these. You can only see tho­se phones in the antique shops nowadays. After lapse of just 20 years; it is hard to believe that there are litt­le mobile phones in everyone’s pocket, you can talk from everywhere, and Internet is)ecoming widespre­ad day by day; anyway, technology becomes an in­dispensable part of life. While youngsters tried to be superior in the past by saying that their denim tro­users were fashionable or came from abroad, now they are competing with the models of mobile phones and computers. Life is changing too fast, but the spe­ed of technological change is far ahead of the speed of the life change and it affects the life directly.
Technological change- also changes the way of doing our business and our life model. We live in a country in which bureaucratic transactions are gene­rally common and we are a community used to apply the public bodies personally with official documents within the working hours, actually we were. Howe­ver, since computer and internet penetrated into our lives and that magic “e” came before each word, ser­vice came to our feet. Anyway, era of making tran­sactions in the digital world has started regardless of time and place, and e-life has become a part of our li­ves.
Of course, making transactions in the electronic world has many advantages such as time, money, duration, and labor force; however electronic world is full of dangers as it opens the doors of an endless world. You should take precautions to ensure the in­tegrity of the data and verify identification. DIGI­TAL SIGNATURE (e-sing) is the most widely known and frequently applied precaution. Turkey is in such a good position in this subject. Electronic Sig­nature Law has been in force since 2004 and electro­nic applications are supported within the framework of e-Government projects and e-transformation Tur­key program. Moreover, there exists an e-transforma­tion Turkey Executive Council established and di­rectly authorized on this subject. Importance is attac­hed to electronic applications more than many count­ries, however it still shows slow progress and the number of implemented electronic applications is not sufficient.
Before mentioning about some applications in Turkey, I suppose that sharing basic principles rela­ted to the laws would be an appropriate method. In our country, 5070 Electronic Signature Law was pub­lished with the date of January 23rd, 2004 and with the number 25355 in the Official Newspaper, and ca­me into validity on July 23rd, 2004. Legal structure of electronic signature, activities of electronic certifi­cate service providers, and procedures related to the use of electronic signature in every field were put in order within this law and relevant responsibility was given to Telecommunication Board. Relevant regula­tion (Regulation about Procedures and Basics Rela­ted to the Application of Electronic Signature Law) and notifications (Notification Related to the Techni­cal Criteria and Processes Connected with Electronic Signature, Certificate Financial Responsibility Insurance Tariff and Instruction) came into validity by being published in January 2005. Besides, with “Prime Ministry Public Certification Central For­mation” Circular published on October 6th, 2004, this decision was made: While certificates of public workers would be provided by Public Certification Central which will be established by TUBIT AK UEKAE, certificates of citizen would be provided by specially estab­lished Electronic Certificate Service Providers. Meanwhile, totally 4 ESHS (3 in July 2005/TUBITAK, TURKTRUST, E-GUVEN and I in October 2006/ E-TUGRA) received approval from Telecommuni­cation Board in our country and started to work. Lastly, with the Pri­me Ministry “Public Certification Service connected with Proce­dure and Basics” Circular published on April 18th, 2006; decision for workers of public institutions taking their certification and sig-
ning tools from TUB IT AK, application process that they have to obey to take these, institutions which do not have to take their signing & verifying software programmes from TUBIT AK were arran­ged. Updates of the laws have been done if it is needed, the most recent detailed presentations related to the laws can be obtained from www.tk.gov.tr. Briefly, general laws related to the electronic signature in our country are ready; institutions making app­lications just require arrangement for their own laws if it is needed. In Turkey, Undersecretariat of the Prime Ministry for Foreign Trade took the bravest step with the pro­ject of “Inward Processing Regi­me” in the field of electronic appli­cation with electronic signature. In such a condition that electronic signa­ture standards have not been establis­hed yet and there exists too much unk­nowns, it started to give its applications with electronic signature being obligatory, not optional. This is a great bravery and success despi­te all difficulties. Nearly 12.000 electronic signature
certificates could be sold within this application in Turkey up to now. In the periods of bringing application into life, Undersecretari­at of the Prime Ministry for Foreign Trade has not only struggled with problems of its application but also struggled with problems such as intelligent card driver establishment that came from certifi­cate users, use of certificate, forgetting password etc. and is has ac­hieved this problems successfully. Now, there is a new technology that abolishes many of these problems, a signing tool that we are used to; anymore it is possible to make a well-qualified electronic signature with mobile phone. Mobile signature (m-sign) entered into our life rapidly. First, internet banking transactions have integrated with mobile signature and with the press announcement made on February 20th, 2007, it was announced that 5 banks presented appli­cation with mobile signature.
